Want to Login User With Blank Desktop without Start Menu and run One application on Startup

You're asking at the wrong place man - this is help with SliTaz and not Windows XP or Windows 2003.
That said, it may be possible to make Windows behave like that. Look into Shell replacement with Windows - you could probably replace the shell (Explorer.exe) with the app you're wishing to run at boot. This will effectively disable the start menu and bar and start the single application you want instead.
