Kaffeine is part of KDE 3, a large (hundreds of megabytes) desktop environment which is not in the repository. I wouldn't have thought that it will be included either, as it is so big and the newer KDE 4 has been out for some time. Moreover, I do not think that there is the manpower to compile and maintain it.

You may have luck playing your media with some other video players that are in the repos, like VLC or MPlayer. I'm sure with a little investigation the codecs will be available.
