I would still recommend Mint Linux for your needs though. It's based on Ubuntu, but comes with the video and audio codecs, flash, Java, firefox and everything you need to make it work out of the box pre-installed, without requiring any major configuring from you. Install PlayOnLinux and WINE and you'll be ready to rock almost anything windows related on Linux.

Here is the Windows 7 Theme for Ubuntu/Mint @ http://ubuntu.sun.ac.za/wiki/index.php/W7_Theme and it even comes with a guide to help you out.

There is also this Windows XP theme --> http://ubuntu.online02.com/node/14 and even this Linux made to look and act like it was Windows XP over here ---> http://www.ylmf.org/en/index.html which is also based on Ubuntu.

I Love SliTaz to bits, but it's doesn't make a very good Windows Clone. It's simple, fast and powerful and that's how it's designed, minus the bells and whistles you'd get in other distros. For a Proper Windows 7 Theme, you'll need something like Mint, Ubuntu or Fedora.
